Protesters have rallied in US cities for a third night to denounce police treatment of black Americans.

The wave of largely peaceful demonstrations across the country including New York, New Jersey, Colorado and Florida, follow the decision by a grand jury not to indict a white policeman in the chokehold death of a black man, Eric Garner.

In one protest a group of more than 100 people stormed into a Manhattan Apple Store chanting slogans before staging a "die-in" as shoppers and employees looked on.

There was no looting or vandalism, and the group left, with no arrests, after about five minutes.

Nationally, tensions were already running high after a white policeman was cleared in the fatal shooting of the unarmed black 18-year-old Michael Brown in Ferguson, Missouri.

Cop Killing Of Black Man On Stairwell Probed

A New York City district attorney has announced he will convene a grand jury to consider charges against a rookie cop who fatally shot a black man.

The news came just hours before a memorial service for Akai Gurley, 28, who died on 20 November after he was shot once in the chest.

Probationary Officer Peter Liang's gun fired accidentally on the dimly lit stairwell of a housing project, police officials have said.

It is the latest case in a debate about policing, racial profiling and criminal justice, which has spawned a third night of nationwide protests.

Announcing the grand jury plan, Brooklyn District Attorney Ken Thompson said in a statement: "It is important to get to the bottom of what happened."

He added: "I pledge to conduct a full and fair investigation and to give the grand jury all of the information necessary to do its job."

The prosecutor, who is black, said there was no timeline for the jurors to be impanelled. 

The New York Daily News reported on Friday that the officer involved texted his union representative as Mr Gurley lay dying.

After Officer Liang discharged the bullet that struck Mr Gurley, he and partner Shaun Landau did not respond to radio contact for more than six and a half minutes, according to the newspaper.

A neighbour phoned for the ambulance that took Mr Gurley to hospital, where he was declared dead on arrival, reports the Daily News.

LAPD Investigate Bill Cosby Sex Assault Claims

Police in the US have begun an investigation into claims the comedian Bill Cosby molested a woman when she was 15 years old.

The investigation was opened after Judy Huth, who is suing Cosby for sexual battery, met Los Angeles police detectives for 90 minutes.

LAPD officer Jane Kim confirmed the department had opened its investigation after the meeting.

Ms Huth's civil suit claims Cosby forced her to perform a sex act on him in a bedroom of the Playboy Mansion in LA in 1974.

His lawyers have dismissed the claim as "patently false".

Celebrity women's rights lawyer Gloria Allred said Ms Huth met two special victim unit detectives on Friday, three days after her lawsuit was filed.

"We are going to provide any and all evidence that she has," Ms Allred said.

Police did not give any additional details about the investigation. 

Cosby's lawyer, Martin Singer, has accused Ms Huth and another lawyer of extortion and said she attempted to sell her story to a tabloid newspaper a decade earlier.

Mr Singer's filing states the other lawyer, Marc Strecker, first demanded $100,000 for Ms Huth to remain silent, then raised the demand to $250,000 as more women came forward accusing Cosby of sexual misconduct.

Cosby, 77, has been accused by more than 15 women in recent weeks of sexual misconduct, ranging from incidents of groping to incidents of drugging and raping.

He has never been charged with a crime, and his lawyers have denied many of the allegations, calling them discredited and defamatory.

On Thursday, Los Angeles police chief Charlie Beck said the force would be willing to investigate sexual abuse allegations against Cosby if someone files a complaint.

He said: "We don't turn people away because things are out of statute. You come to us, especially with a sexual allegation, and we will work with you.

"The remedies may be limited but it's important to recognise that in many cases going through the process for a victim is very therapeutic so we address these things seriously and it's not just because it's Mr Cosby."

Cosby has yet to respond himself to the allegations but has cancelled a number of public appearances in recent weeks.

Meanwhile, vandals have daubed the word "rapist" on the star dedicated to Cosby on Hollywood's Walk of Fame.

Putin: 'Enemies Seek Russia's Downfall'

Russian President Vladimir Putin says his country's "enemies of the past" are seeking to carve up the state, just like Yugoslavia.

In his annual State of the Nation speech Mr Putin criticised sanctions imposed by the West, saying they are an attempt to undermine Russia.

He said: "There is no doubt they would have loved to see the Yugoslavia scenario of collapse and dismemberment for us - with all the tragic consequences it would have for the peoples of Russia. This has not happened. We did not allow it."

The president pledged not to sever ties with Europe but added: "We are ready to meet any challenge of the times and win."

Mr Putin has faced fierce criticism from the international community over Russia's role in the crisis in Ukraine.

But he defended Russia's actions, saying they are necessary for his country's survival.

US Secretary of State John Kerry was quick to respond, urging Mr Putin to engage with the West.

He said: "It is not our design or desire that we see a Russia that is isolated through its own actions. In fact we are convinced that Moscow could rebuild trust and relationships if it simply helps to calm turbulent waters."

A powerful storm with winds nearing 150mph is heading for the central Philippines, prompting an outbreak of panic-buying as villagers flee coastal homes.

The anticipated arrival in Eastern Samar province on Saturday of Typhoon Hagupit - Filipino for "smash" - comes a year after Typhoon Haiyan left more than 7,300 dead as it swept inland along the same route.

Meteorologists tracking it over the Pacific, 435 miles off the country's eastern coast, say it has sustained winds of 127mph and gusts as high as 149mph.

Haiyan survivor Emily Sagales said many of her neighbours in central Tacloban city, which was ravaged by Haiyan, had packed their clothes and fled to a sports stadium and safer homes of relatives.

She said long queues had formed at food stores and petrol stations as residents stocked up on basic goods.

The 23-year-old, who saw her mother-in-law killed and her home washed away in Haiayan, gave birth to her first child in a crowded makeshift clinic following the disaster.

"The trauma has returned," she said.

Hamas: Loss Of Hope Behind Jerusalem Violence

The leader of Hamas has claimed rising violence in Jerusalem is the result of Palestinians having lost hope of any "just solution" to the Israeli-Palestinian conflict.

In an exclusive interview from his base in Qatar, Khalid Meshaal said the recent deadly attacks against Israelis were the fault of Prime Minister Benjamin Netanyahu "playing with fire" by allowing right-wing activists to enter the Al Aqsa Mosque compound.

Mr Meshaal warned it could lead to "chaos in the region".

Israel has repeatedly accused Hamas of being behind attacks on civilians, and said Palestinian leaders were inciting violence by misrepresenting its policies regarding the sacred area, known to Jews as Temple Mount.

Hamas, deemed a terrorist organisation by EU governments and the US, has not claimed responsibility for the attacks - but Mr Meshaal refused to condemn them.

"The Palestinian people no longer have anything to lose in light of the continuation of the occupation and settlements, stealing the land, the attacks on the women and children and the Holy sites," he said.

"The reaction is spontaneous …The Israeli stubbornness, combined with the international impotence in solving the Palestinian issue with a just solution, which gives the Palestinian people their self-determination, and gets rid of occupation … will lead to chaos in the region, not just in the Palestinian arena, but to an open conflict - a bloodbath."

He added: "We warn against keeping the Palestinian issue with no solution and stripping the Palestinian people of hope.

"Those betting on a security solution for stopping the resistance, by hunting its leadership and blocking weapons coming to its fighters, through the security cooperation of the Palestinian Authority with the Israelis, with regional and international cooperation - all of this has proven useless.

"Because when public anger reaches its limit it explodes on its own, and expresses itself in ways that surprises everyone."

Mr Meshaal, who leads the political wing of the group, said Hamas remained committed to reconciliation with President Mahmoud Abbas' Fatah party.

He described it as a "national necessity" despite the apparent deterioration of relations following bombings targeting the property of Fatah officials in Gaza.

He also claimed Hamas was committed to the goal of a Palestinian state within the 1967 borders - a position Mr Meshaal said was enshrined in Palestinian reconciliation agreements signed with Fatah and other factions - but that it would remain committed to "armed-resistance" until it was achieved.

When asked whether this made the prospect of resolution impossible, Mr Meshaal said: "Put Hamas aside, what about Mr Mahmoud Abbas?

Obama Pushes For More Body Cameras On Cops

Barack Obama is calling for millions of dollars in federal funding to equip more police officers with body cameras.

The White House revealed the plan on Monday as the President met with members of his Cabinet and civil rights leaders to discuss the fallout over a grand jury's decision not to indict a police officer for shooting dead Michael Brown in Ferguson, Missouri.

The three-year proposal calls for $263m (£167m), with $75m (£47.7m) aimed at getting 50,000 police officers to wear small, lapel-mounted cameras while on duty.

The White House said the cameras could help bridge deep mistrust between law enforcement and the public.

"Recent events in Ferguson, Missouri and around the country have highlighted the importance of strong, collaborative relationships between local police and the communities they protect," the White House said in a release.

"As the nation has observed, trust between law enforcement agencies and the people they protect and serve is essential to the stability of our communities, the integrity of our criminal justice system, and the safe and effective delivery of policing services."

The unrest in Ferguson escalated in large part due to the varying accounts of Mr Brown's shooting.

Some witnesses described the unarmed 18-year-old as having his hands in the air when he was shot dead by Officer Darren Wilson on 9 August.

Officer Wilson has maintained he shot Mr Brown in self-defence after the teenager assaulted him and attempted to take his weapon.

A St Louis County grand jury agreed with the officer's testimony and decided not to pursue charges - a move that set off violent protests in Ferguson and demonstrations around the country.

Hong Kong Leader Warns Of 'Action' Over Clashes

Hong Kong's chief executive has warned pro-democracy protesters not to return to the streets for another night of protests after clashes with police temporarily closed the government headquarters.

Chaos erupted as the demonstrators, wearing helmets and wielding umbrellas, charged police after officers warned them to retreat.

Riot police used batons and pepper spray to push them back.

Local media reported that at least 45 people were arrested and police said 11 officers had been injured.

Chief executive Leung Chun-ying told reporters there would be "resolute action" if the demonstrators returned.

"Some people have mistaken the police's tolerance for weakness," he said.

"I call for students who are planning to return to the occupation sites tonight not to do so."

The situation is now said to be calm, although many government offices and shops remained shut mid-morning.

Leaders at the main activists' site in the Admiralty neighbourhood have said they will escalate their campaign after trying to encircle the government headquarters.

Islamic State Leader's Wife Held, Reports Say

The wife of the Islamic State leader Abu Bakr al Baghdadi and one of his sons have been arrested at the Syrian border, say reports.

They were detained by Lebanese troops in coordination with "foreign intelligence apparatus", according to local media.

Al Baghdadi, an ambitious Iraqi militant believed to be in his early 40s, has a $10m US bounty on his head.

Since taking the reins of the terror group in 2010, he has transformed it from a local branch of al Qaeda into an independent transnational military force.

In doing so he has positioned himself as a leading figure in the global jihadi community.

A US-led coalition has been launching airstrikes on IS militants and facilities in Iraq and Syria for months.

The attacks are part of an effort to give Iraqi forces the time and space to mount a more effective offensive.

IS gained ground across northern and western Iraq in a lightning advance in June and July, causing several of Iraq's army and police divisions to fall into disarray.

Ebola Fears As Infection Deadline Missed

A World Health Organisation deadline to halt the deadly Ebola outbreak in West Africa has only been met by Guinea, according to latest figures.

In October, the organisation launched its plan to isolate 70% of those infected and safely bury 70% of the victims in Guinea, Liberia and Sierra Leone by 1 December.

But in Liberia, only 23% of cases are isolated and 26% of the needed burial teams are in place.

In Sierra Leone, around 40% of cases are isolated and 27% of burial teams are operational.

The Ebola outbreak was first reported in Guinea in March, and has spiralled out of control since a public health emergency was declared in August.

Dr Bruce Aylward, who is directing the WHO response to Ebola, said: "If we don't do it in 60 days and we take 90 days - number one, a lot more people will die that shouldn't; and number two, we will need that much more capacity on the ground to be able to manage the caseload."

The number of cases in Liberia and Guinea has declined or stabilised in the last few weeks, but the area around Sierra Leone's capital Freetown has seen a surge in cases.

Anthony Banbury, who is heading the UN response to the outbreak, said: "There are still going to be many people who catch the disease and many people who die from it."

The disease has infected more than 16,000 people, with nearly 7,000 people dying, according to WHO figures.

Last month, the US announced it was scaling back the size and number of Ebola clinics it had promised to build in Liberia.

The WHO aimed to isolate all Ebola patients and provide safe burials for all victims by 1 January.

Canadian Woman Kidnapped By IS - Reports

The Canadian government has said it is trying to verify reports that one of its citizens has been kidnapped in Syria.

The woman was believed to be helping Kurdish militias in the fight against Islamic State, according to Haaretz.

It cites a blog used by the extremist organisation, which claims a 31-year-old Canadian-Israeli had been taken captive.

Israel has banned its people from travelling to countries deemed as enemy states, including Iraq and Syria. 

When asked about the reports, Moshe Ya'alon, Israel's Defence Minister, said "I cannot confirm that and I hope that it isn't true."

"Beijing has said it will allow everyone here to vote but only from candidates chosen by China."

Police had cleared the area more than a month ago during some of the most violent scenes since the demonstrations began in late September.

The democracy movement represents one of the biggest threats for China's Communist Party leadership since its bloody 1989 crackdown on pro-democracy student protests in and around Tiananmen Square in Beijing.

The flare-up comes after four nights of clashes in the working-class district of Mong Kok, across the harbour from Admiralty. 

The Hong Kong rallies drew more than 100,000 on to the streets at their peak, but numbers have since dwindled to a few hundred.

Meanwhile, China has been accused of "overtly confrontational" behaviour after saying it will ban a group of British MPs from visiting Hong Kong.

The Government committee had planned to visit the former British colony as part of an inquiry into its relations with the UK 30 years after the declaration which led to its handover.

The Chinese embassy said if the group attempted the visit in December then they would be turned away.

Sir Richard Ottaway, chairman of the Commons Foreign Affairs Committee, said: "I have been informed by the Chinese embassy that if we attempt to travel to Hong Kong we will be refused entry."

He added: "The Chinese government are acting in an overtly confrontational manner in refusing us access to do our job."

Sir Richard said he would be calling for an emergency debate in the House of Commons on Monday.

The joint declaration between China and the UK was signed in 1984 and led to the handover in 1997.
